Mr. Risch is a partner in the firm and concentrates his practice in the areas of litigation, business law, election law, government affairs, bad faith insurance prosecution, and association representation.

While serving as a Deputy in the Canyon County Prosecuting Attorney’s Office, Mr. Risch handled and litigated hundreds of criminal cases for one of the busiest Prosecuting Offices in the State. His caseload included of varying types criminal matters including felony, misdemeanor, juvenile and special proceedings. After leaving public service in Canyon County Mr. Risch took a position with the firm Risch, Goss, Insinger, Gustavel, eventually earning partnership status. Mr. Risch is one of the only attorneys in Idaho trained in handling the technical and complex matters involving Federal election law. He also served as Chief Legal Counsel to the Idaho Republican Party for over a decade. An expert in litigation, Mr. Risch has successfully tried several multimillion dollar cases on behalf of his clients both at the trial court level and through several appearances before Idaho’s Appellate and Supreme Courts. Throughout, his legal practice he has built strong service relationships with both community and clients, and is recognized as a practical and respected attorney.

Mr. Risch has also been strategically involved in numerous successful political campaigns for local, legislative and statewide offices. He has been employed in virtually every role from volunteer coordinator to campaign manager to senior advisor. Mr. Risch has worked for several different candidates and maintains relationships across the political landscape both in Idaho and Washington D.C.

Mr. Pisca is a partner in the firm and practices as both an attorney and a lobbyist while concentrating his practice in the area of government affairs.

Mr. Pisca has been involved in Idaho politics for more than 25 years and has a deep and thorough understanding of Idaho’s people, elected leaders, politics, policies and procedures. Throughout his lobbying practice he has successfully represented clients in virtually all issue areas including: tax policy; economic development; e-commerce; product regulation; professional licensure and regulation; natural resource development, use and regulation; health care; finance and appropriations; administrative procedure; real estate and development; telecommunications; transportation; and, education finance, regulation and administration.

Mr. Pisca has been a known and trusted part of Idaho politics for three decades with a solid reputation and longstanding relationships at all levels of state government. A skilled and respected bill drafter, he has personally authored and secured the passage of several complex pieces of legislation throughout his career. He is an excellent communicator and an expert at testifying before legislative committees. Former Governor C.L. “Butch” Otter describes him as a “trusted advisor – and an honest broker.”

Outside of the office, he enjoys running, mountain biking, fly-fishing and snow skiing and any other outdoor adventures Idaho has to offer.

Mr. Pisca has extensive experience as a public speaker and has served as a continuing legal education (CLE) instructor and a continuing real estate education (CE) instructor. Mr. Anderst joined Risch Pisca as a Government Affairs Liaison and as a commercial and residential real estate consultant. Mr. Anderst is a 5th generation Idahoan who understands Idaho’s people, economics and politics. Serving Idaho has always been a passion of Mr. Anderst’s and he has led in several areas over his career in Idaho real estate and politics.

♦ PUBLIC SERVICE

Mr. Anderst served four terms in the Idaho House of Representatives where he focused in the areas of tax policy, real estate, economic development and infrastructure. During his service in the House he served as Chairman of the Ways and Means Committee and as a member of the Revenue and Taxation; Business; Commerce and Human Resources; and Environment, Energy and Technology Committees. Mr. Anderst also served many years on Idaho Power Company’s Integrated Resource Planning Committee, PNWER (Pacific Northwest Economic Region) and the Idaho Permanent Building Fund Advisory Council. As a legislator, Mr. Anderst developed a reputation as being a legislator that could carry particularly complex bills to passage and get “big things” done. Some accomplishments include helping expand I-84 through the Treasure Valley, assisting in the state’s acquisition of the Hewlett Packard campus and assisting in the drafting and navigation of complex corporate conformity tax legislation. Mr. Anderst takes pride in the strong and meaningful relationships he has built with members of the House, Senate, Governor’s office and the state’s executive agencies.

♦ PRIVATE SECTOR EXPERIENCE

Mr. Anderst has nearly three decades of real estate experience in multiple disciplines. He started as a residential agent upon graduation from Idaho State University. In 1994 Mr. Anderst moved to Boise and began a career in the title and escrow industry. He led teams in various roles including Vice President for two different companies. Mr. Anderst most recently served as a National Accounts Manager for a global real-estate service company.

Mr. Anderst also spent ten years as a commercial real estate broker in the Treasure Valley. He represented a variety of corporate and institutional clients through many complex transactions. Mr. Anderst also has experience as a developer of residential condominium units in Boise. In his free time Mr. Anderst enjoys traveling, riding his Harley-Davidson, golfing and time with family and friends.

Maggie Mallea is the firm’s Legal Services Director and Office Manager who supports and oversees all aspects of the firm’s legal practice. Her responsibilities are extensive and include managing litigation filings within the Idaho and Federal court systems, maintaining busy litigation schedules, providing client support and administering the firms electronic filing database.

Ms. Mallea manages the firm’s operations including: accounting, budgeting, human resource, staff management and client relations.

In addition Ms. Mallea operates the Idaho Association of REALTORS® Legal Hotline where she assists Mr. Risch in providing same day responses to licensed agents regarding Idaho real estate brokerage business practices and applications.

Arica Todd manages the campaign finance and lobbyist compliance reports.

Ms. Todd is an instrumental component of the firm’s association management practice. She serves in a vice-executive capacity for many of the firm’s association clients. In that respect, Ms. Todd coordinates strategies and objectives with board members, compiles budgets, manages finances, maintains member retention and recruitment, organizes and directs general membership and executive board meetings.
